The work extended to include not only primary, but also secondary and technical education, besides running orphanages and a school for the deaf. From here, schools were established in various parts of the country, and in Sydney and Madras. In 1893, the order became directly responsible to Rome rather than to local Catholic bishops.

This put pressure on the church to reach a more favorable accommodation with the state in order to start appointing and paying large numbers of lay teachers. The eventual outcome was the 1975 “Integration Act,” which was well received by the church. It laid out conditions under which a school could be admitted to the state system of education, while maintaining the right to give effect to its traditions and beliefs, including the teaching of religion. 71 This accommodation took place at the very time the religious orders’ presence in the schools, including that of teaching brothers, began to seriously decline.
